Mobile and internet banking as a foreigner: activation, limits, e-Devlet and the small steps that block everything

An account that is open is not an account that works. Mobile banking activation needs a Turkish number in your name and, at most banks, an identity confirmation that is simplest with a foreigner ID number (YKN, starting with 99) and an e-Devlet password from a PTT branch. Transfer limits are set low by default and raised by you in the app or at the branch; FAST and EFT have different hours and ceilings; the card arrives by courier to the registered address and is activated separately. We walk through it with you in one session — at the PTT, in the app and at the branch where needed — and leave you with a one-page sheet of your own settings.

How it works

1

Prerequisite check

YKN or tax number, phone in your name, address record, residence status. We tell you which pieces are missing and in what order to get them.

2

PTT and e-Devlet

If you do not yet have an e-Devlet password, we go with you to a PTT branch or coach you through it, then check your address record and the links your bank uses.

3

App activation and limits

Together, on your phone: activation, security settings, FAST/EFT/card/international limits set to what you actually need, card activated, bank-ID or digital identity set up where available.

4

Settings sheet and follow-up

You receive a one-page sheet in your language of your limits, hours, fees and where each setting lives, and 14 days of follow-up for the questions that come up.

Typical cases

  • New residence-permit holder whose account was opened last month but whose app will not activate because the phone number is registered to a colleague.
  • Tenant paying ₺60,000 rent who hits the default FAST limit every month and goes to the branch each time.
  • Student whose card went back to the branch because the dormitory address was not in the system.
  • Company director needing the corporate app with dual authorisation set up, and the personal app separately.
  • Someone who was told to hand over the phone and password "to set it up". We never do that, and neither should anyone else.

What can go wrong

  • Sharing credentials. Whoever has your app can move your money. We do not touch your phone; you type.
  • Remote identification that fails repeatedly. Three failed attempts can lock the process; we check passport chip and lighting before the first try, or go to the branch.
  • Limits raised too far. Fraud losses are limited by limits. Set what you need, not the maximum.
  • Wrong address on file. Cards and letters go there; update the address record on e-Devlet first.
  • Phone number recycled. If you let a Turkish number lapse, the operator reissues it and the new holder receives your SMS codes. Change the number at the bank before letting it go.

Questions

Can you set it up without me, remotely?

No. Activation needs your device, your face or your card, and your codes. We sit beside you or guide you on a call while you do each step; we never hold credentials.

Do I need a residence permit for mobile banking?

Not strictly, but in practice most banks activate the full app smoothly only with a YKN, which comes with the permit; tourist-status customers often get a limited app. We check your bank's current practice before the session.

What is the FAST limit?

FAST is the TCMB's instant-payment system, available around the clock, with a per-transaction ceiling set by the TCMB and daily limits set by you and your bank within it. The ceiling has been raised several times; we show you the current figure in the app and on tcmb.gov.tr rather than printing it here.

Can you link the bank to e-Devlet for me?

The link is yours to confirm with your e-Devlet password; we explain what each link does (address verification, identity sharing, debt enquiries) and you confirm it.
